also check the spark plug! take it out and spray it with wd40 and make sure the head is clean and dry it.
also it may take a little time to get the fuel around so keep pulling.

Did you prime it? I would prime it.

Look to see if it has a fuel primer pump (common on small engines like in lawn mowers). It will be a small plastic bubble looking thing somewhere on the engine. Push it in and out a few times and try again. This pulls the fuel through the line and into the engine to get it "primed".

Luis diagnose the problem
First remove the spark plug reconnect its high tension lead and earth the threaded end of it anywhere on the metallic motor body. Pull the cord and sight the spark jumping the gap at the end of plug the reinstall the sparkplug If spark is present. Second remove the fuel line from the carburetor if fuel flows out of the fuel tank when the fuel tap is open. It is likely the problem is that the motor is not getting air. Check the air filter is not blocked with dust, grease or insects
Fuel spark and air are the only requirements

Clean the fuel line, and the sediment bowl and do a rebuild on the carburetor, change the spark plug and clean the fuel filter. Also change the oil and then and only then fill the gas tank and try to start it after it has been primed. If you are unsure about how to do any of these things, take it to the local small engine service and repair shop.

most gererators have a fuel shutoff valve, check to make sure it is open. it usually has a lever on it, make sure the lever is set the same direction as the fuel line. also look for a power switch, make sure the power switch is set to on ( or run). is there a choke setting? it’s either a knob you need to pull straight out, or a lever that needs to be set. most all choke settins have a symbol that looks something like this /*/
set your engine to that setting, and then pull the rope, once it starts, slowly move the lever to the opposite direction

Before doing all those things others have said, make sure the generator has the correct oil level. Most of them have a low oil shut off to prevent it from starting or shut down if the oil is too low. When you store away the generator next time fill the gas tank and add some Stable to keep the gas from turning bad. This keeps hoses and seals from drying out inside the carburetor. You may have to take it for service to have the fuel lines cleaned and check the floats in the carb. You can try a small can of ether spray into the air intake. If it sputters and wants to start then the problem is with the fuel line feed. Any time you store engines like this the best thing to do is to start it a few times and let it run for a few minutes so it will be ready in an emergency.
